CATALYST is a regional governance leadership and innovation platform designed to strengthen adaptive, inclusive, and future-ready governance across the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), and Regions 9, 10, and 11.
The initiative convenes local governments, regional ministries, universities, civil society organizations, youth leaders, indigenous peoples communities, development partners, and private sector actors to collaboratively address complex governance and development challenges through adaptive leadership, inclusive systems innovation, ethical AI, climate resilience, and cross-sector collaboration.
CATALYST seeks to help leaders and institutions build more resilient, participatory, and people-centered governance systems capable of navigating rapidly changing social, economic, technological, environmental, and political realities.
BARMM and Mindanao stand at an important moment of transition and opportunity.
The region faces interconnected challenges involving governance, peacebuilding, education, climate vulnerability, food systems, institutional capacity, public service delivery, digital transformation, livelihoods, and youth engagement. These challenges cannot be addressed through technical expertise alone. They require adaptive leadership, stronger institutions, ethical innovation, deeper civic participation, and collaborative approaches across sectors and communities.
CATALYST was created to strengthen the capacity of leaders and institutions to work across silos, encourage innovation, build trust, and co-create practical solutions grounded in local realities and long-term regional aspirations.
The initiative recognizes that governance innovation must remain inclusive, ethical, culturally grounded, and community-centered — particularly as emerging technologies such as artificial intelligence increasingly shape governance, planning, education, and public service delivery.
CATALYST delivers executive workshops, leadership programs, collaborative learning sessions, and Policy Labs for local government leaders, ministry staff, university representatives, civil society actors, youth leaders, and development practitioners.

Through Policy Labs, participants collaboratively work on governance reforms, local ordinances, regional policy recommendations, institutional innovation strategies, and development frameworks that respond to emerging regional challenges and opportunities.
The work stream also introduces leaders and institutions to impact investments, blended finance, social finance, and sustainable financing mechanisms that can help mobilize long-term resources for inclusive and community-centered development initiatives across BARMM.
CATALYST supports the development of Quadruple Helix Innovation Ecosystems that strengthen collaboration among government, universities, civil society, communities, and the private sector.
This work stream creates spaces for co-creation, shared learning, experimentation, and collaborative problem-solving where diverse stakeholders jointly design practical and locally grounded solutions for governance, education, livelihoods, climate resilience, peacebuilding, public service delivery, ethical AI, and sustainable development.
Through these innovation ecosystems, CATALYST encourages stronger connections between policymakers, universities, grassroots communities, youth leaders, entrepreneurs, researchers, and development actors to accelerate inclusive systems transformation across BARMM.
